I am looking to start a graphic design program. What kind should I look into, certificate or associates degree? I've read that an associates degree gives a more well rounded education. I already have a bachelor's degree, though. If I just want to learn about graphic design should I just do a certificate program or should I go for the degree?

What is your bachelor's degree in? Where are you looking to work when you're done? All of these things need to be answered before you make the choice of what kind of education to invest in.

If you want to work in a big city like New York, it's probably best to get a Bachelor's degree from a good school. If not, an Associates degree should be fine.

Of course what's most important is that your portfolio is really good too. Alot of agencies hire someone just based on their portfolio. If you're great at what you do, it doesn't matter how you got there, for the most part.

If you don't have access to the best graphic design software anywhere else but a college and you don't have a portfolio built up then it may be best to get the Bachelor's degree because you can get the most out of using their software and build up a great portfolio.
