A scanner is needed. For scanning line drawings into your computer, you can get a decent scanner for under $50 if you shop around at trusted online sources.

Option 1: Like idesign71 said, scanning it into illustrator and live tracing it will work, but it's a hassle if you scan it in at anything less than 300 dpi. I recommend 600 dpi. Also, do yourself a favor, and make sure it is drawn on clean paper (that makes for less touch-up later) and that your lines are also fairly clean. After bringing your scan into illustrator, adjust your live trace options to your liking and you're ready to go. From here, you have the option to turn your work into a live paint object and you can just use the live paint bucket to fill in shapes. I would personally recommend this option, as photoshop is not made for what you're trying to do. Or... Option 2: After your scan, you can either clean it up in illustrator and bring it over to photoshop or you can clean it up directly in photoshop. If you choose to clean it in photoshop, start by adjusting the contrast, brightness, thresholds, etc until you get your line-work so that it is solid black (or as dark as you need it to be) and the background is pure white. A pure white background will allow you to see what you're doing and open up your transparency options (such as "multiply"). Now for the part I hate: go through and with the eraser tool and erase and specs or slight shifts in tone that were missed before. Once that is all done, feel free to use the paint bucket to flood fill any area you choose. Good Luck! =)

Just scan it with a scanner, then open the resulting image file in Photoshop.
If you don't have a scanner, try taking a digital photo of the artwork - then open the file with Photoshop. You might need to adjust the contrast and brightness to take away any shadows on the surface of the paper. Use the eraser tool with the background colour set to white (assuming your sheet is white) to delete any stubborn marks.
To colour it, in Photoshop create a new layer, in the layers palette, change the layer mode to: Multiplly, then paint on that new layer with the bursh tool in the colour you want.

You need Photoshop, that is the best way to do it. In Photoshop go to File> Import> and then the name of your scanner should be listed. That will bring up your scanner dialog so you can preview and scan your sketch in to Photoshop.

as mentioned.... you will need a scanner...or a place that has a scanner..so you can convert your drawn picture into a digital picture.... then you will be able to import or just plain open it for editing in Photoshop.
Done it myself.... a million times.
cheers.
