Like how do they do these anime shows like black lagoon, one piece and space dandy? I always though (this might sound stupid but this I just my opinion) that they draw pictures of the anime and then edit them on a computer.

the pipeline for animation is a long process and involve many different steps. you start with a concept ( environment , character design etc ) and a script for the whole story. you then begin to stage the whole series out in the form of storyboards. all these is done under the supervision of different directors or artists.
If it is a 3d animation movie or game ( final fantasy , transformers etc ) - they will model out the environment and characters-UV them, texture them, rigging, paint weight , blendshape etc followed by animating the models.
if u are talking about 2d animation / anime , they draw them digitally or traditionally using a lightbox frame by frame and colour them digitally . this is done by many animators and key animators

But to answer your question, yes, many studios include both traditional drawing as well as digital drawing for anime.
