What im trying to say is, do pen tablets offer higher quality when drawn with, or does original line art do the work better. Because i see people drawing them offline then coloring them online. Is it better to do it this way. Or is it better to color and draw when online.
online= on active computer.

Mostly every mangaka that I know of does everything by hand and they color it.
It's only when doing the anime do they use technology.
Now fan artists or other artists do a lot of stuff on computers now and days. So it would depend on you to decide what is better for you. I personally like hand better.

It depends on how you plan to distribute/display your manga. If you want hard copies, you may do it by hand. But if you want to post it on the Internet, either scan it or draw it on the computer. I have Manga Studio, but when I tried using it, I guess it takes a lot of getting used to. I tried to make a 1-page, 4-panel comic, but the picture ended up really small and blurry when I posted it up. So I just redid it with Photoshop. So now I use Photoshop for my drawings. Whichever way you choose, you gotta practice, practice, practice. Don't be discouraged if it doesn't look as good as you planned it at first.

Most mangaka hand draw and colour their artwork. It is hard to tell sometimes because their hand drawn work is so precise and close to digital artwork.
I think a pencil is easier to draw with when it comes to line art because you can see what i right in front of you and you are drawing the exact same thing on the paper while if you draw with a tablet, its harder and really different. you'll find that your lines are not as smooth and it takes a lot more practice.
i suggest you draw on paper then colour it online.

Hummm.....It depends on the person.
Most people start out drawing with pen(cil) and paper and eventually start to draw with a tablet. For the most part I just draw on paper and ink it with the pen tool in photoshop or use my tablet.
The benefit of drawing on the computer with a tablet is the freedom to erase all mistakes. You can also zoom in to get the most accurate results.
I can't vouch for most pro manga artist but I believe a good number of them do all their work digitally for the reasons I stated above. In your case, I recommend you do pen and paper just as much as you would do digital to make sure you have a proper understand of traditional media.
