Question:
Wacom Intuos Pen and Touch v.s. Manga?

I'm looking for a first design tablet that's versatile. I'd like to draw manga but I'd also like to be able to draw more detailed paintings and portraits. I already have photoshop elements 11 and I can download creative suite 6 (design & web or production) through my university for free. Would these programs work well as substitutes for the pen and touch software so that I could use them alongside the intuos manga? Or is the pen and touch software better, and I should instead just buy the pen and touch and purchase the manga software separately?

The intuos manga contains Mangastudio, which is a good tool if you love to draw manga.

And you don't need to buy new software for either of them.

The pen & touch only comes with its regular software (and ArtRage and sketchbook Pro), so simply use your existing Photoshop elements software with your pen.

I've never used the intuos 3, but I have an intuos 2 and I've used the bamboo tablets. i can tell you that my intuos 2 is way better than the bamboo tablets. I'm guessing the intuos 3 is similar/better than the intuos 2. I'd return the bamboo if i were you. Those tablets are pretty low quality, for beginners and hobbyists.

You can see the diffrence of how good the depth is on http://www.webtoonsreader.com unless they removed the page. They used to have a guide on how to draw webtoons and show you which tablet is the best. Even Tower of God author participated in the writing of the guide.
