Andy Warhol did so many different works that I have no idea what you mean by the "Andy Warhol effect." Do you mean how to make every piece you produce look like a can of Campbell's Soup?

Or all portraits look like four different renditions of Monroe?

If you have Photoshop you can try various things and a combination of features. I would definetely increase the contrast in the photo first. Then play around with the colors in the photo with a selective color adjustment or hue and saturation. Photoshop has a lot of filters like poster edges that could help give that look. There are a lot of ways to create that look, and I would suggest playing around in photoshop with combinations of tools to get what you want.
