How do I create a graphic with no background color?

I have been trying to make a cutout photo with no background to put over some text. I have made the cutout on paint, but so far as soon as I save it, it always has a white background.

I use "gif" files for exactly this. They support transparencies. I have used a pretty good variety of programs to do this. In most of them, I didn't find the evidence that they could until I found the place where the program lets you choose between jpeg and gif. The switch is inside the gif utility.
Sorry I'm not saying it too clearly. It differs enough from one program to the next that getting specific restricts you to one program.

Paint does not allow that- it will always have a four sided canvas unfortunately to my knowledge. So you will either have to find a better photo editor like photoshop which makes the job so much easier. Or you can paste the entire text into paint. Then retrace the cutout and paste it onto the text.
