What is a good software graphics program to help with my designs?

I do bead work that uses beads and rhinestones of different size. To get started I draw out a design then with the paint program I turn my drawing into a bunch of dots and then use this as my starting point. The problem is that I use different size beads from 2mm-8mm. I often run into problems because paint does not allow me to get the dots to size. I kind of have to estimate. I am looking for a program that will allow me to convert my design into dots that would be scaled to the size beads I am using. A friend suggested Corel Draw or Adobe Illustrator. Would I be able to do this with these programs

You can for sure in illustrator. You can adjust the measurements so you could use mm as your measurements.

Adobe Illustrator is the best and yes you can convert your design into dots. Try it out! :P
