1.) Draw everything you see, draw constantly, study EVERYTHING you can about form, volume, shape, line, environment, perspective, anatomy, life drawing, draw it ALL. If you are going to be an animator, or cartoonist, you will have to know drawing inside and out.
2.) Watch disney cartoons, watch the way they move, try to make your drawings convey movement. Take dance classes, do sports, learn how the body moves, learn how cars, animals, trees in the wind move. Notice the difference in weight of objects and how they travel. Watch other types of cartoons, can you notice the difference in the quality of movement, the way characters are drawn, the way expressions are conveyed?
3.) Get a copy of "The Illusion of Life" which is the Disney animation bible by two of Disney's 9 old men, Frank Thomas and Ollie Johnston.
Find books by Preson Blair, and look up the book about Mary Blair, who was Disney's color expert.
4.) Get your hands on the program Flash and teach yourself the beginnings of animation, make some small pieces, and also start creating characters and working on moving them through space.
5.) Apply to California Institute of the Arts, their character animation program is THE place you want to be if you want to be a Disney animator. If you do this program, you won't be doing much socializing, it is a very challenging program, and to be a truly successful animator, you will have to work very hard and know your craft, it's a very competitive environment, you'll have to throw down with the best of them.
6.) Make friends in school, collaborate on projects, make storyboards, you will end up meeting lots of cool people, and working with them, maybe on Disney projects, and maybe even some cooler things. Working hard and maintaining contacts is key.
