For free and legal, I think the GIMP is about all there is.

FREE: - Krita: to me it's the best application for drawing and painting, although it's not including yet a good antishaking algorithm nor absolute to relative coordinate system (for small/medium graphic tablets). - MyPaint: If you want a large collection of brushes, with an extremely flexible configuration, then try myPaint, although overall, it's not as complete as krita, - Gimp: Too spartan and heavy, like photoshop. - Artweaver: Unfinished brush strokes makes it unusable for precision works. No shortcuts for brush selection. NOT FREE BUT AFFORDABLE: PaintTool SAI: If you have a small to medium size tablet, nothing will be better for you than "SAI", not even photoshop except for photography retouching. SAI uses it's own relative tablet coordinates, including a precise antishaking algorithm.

So..
Here you can find a free download of GIMP: http://bit.ly/1mF5dXa
GIMP is a free program you can use for a bunch ot tasks like photo retouching, image authoring and image composition. In my opinion it is the best free photo editing software on the market. It's not as powerful as photoshop, but it's free and can be augmented with plugins and extensions. These features make it the most advanced free photo-retouching software. GIMP can be used as a simple paint program or a complex image-manipulation software (thanks also to to a very advanced scripting interface)
I recommend not to use torrents or downloads from anywhere else, as they might be backdoored.
Hope it helps.

"Art weaver http://www.artweaver.de - Just tried it and it works great! They do Have a free version...
Can handle pen pressure. It looks very much like Photoshop but it is FREE. Gimp on Windows is problematic when it comes to pressure sensitivity." ~ http://www.reviewingit.com/index.php/content/view/33/2/
Paint.net may work
"Paint.NET is free image and photo editing software for computers that run Windows. It features an intuitive and innovative user interface with support for layers, unlimited undo, special effects, and a wide variety of useful and powerful tools. An active and growing online community provides friendly help, tutorials, and plugins."
