I'd have to say PrismaColor is the best, for me. But for a cheaper alternative, you should buy Fantasia colored pencils. I bought a decent sized tin,at least 24, for $15 at A.C.Moore. And A.C. Moore always has a 50% off coupon you can use.So that'd make it $7.50. I've used them many times,They blend very well.The only difference between them and my PrismaColors is that PrismaColors are a bit more Vibrant. But they Still blend very well,And It gives you a wide range of Colors.

To draw with or to color with? I like prismacolor pencils to color, they are very soft and blendable. They come in a wide range of colors. Each pencil is also sold individually so you can build your own custom set or replace a single pencil in a set.
Drawing pencils are very different. They are graphite, and have different hardnesses. Most people are familiar with a #2 pencil. This is a HB pencil, right in the middle. H pencils are more hard, B pencils are softer. The higher the number the more intense it is. So a 6H pencil is very faint because the graphite is very hard, 2H pencil is just a bit darker, because of the lower number, 6B is very dark and very soft, and very easy to smear. I usually use a 4H or 6H pencil with a good eraser.

It depends what effects you want to create. For me I really like Prismacolors because you can get very good colour payoff as well as good for blending. Personally I can manage using regular Prismacolors for detailed work but I know a lot of people who find it easier to use Prismacolour Verithins for details or very soft shading. Others artists I know swear by Derwent coloured pencils, so I recommend trying out different types and seeing what works best for you. :)

I think Prismacolors are definitely the best colored pencil. However, they are pricey but it is well worth it for the vibrant colors and high quality. My art teacher doesn't let us use any other type of colored pencil and we frequently work with the set of 120. Prismacolors are definitely my personal favorite.
